Web Operations Manager/Web Development
Web Operations Manager and Developer position to support a major program office at a federal civilian agency. The ideal candidate will have at least 10 years of hands-on demonstrable success supporting high profile federal websites. Duties and Responsibilities

Provide comprehensive website content updates to a large, complex, and high-profile federal civilian website.
Leverage your solid understanding of PDF, HTML, CSS, and related web technologies to accept functional requirements and translate them into updated web and electronic document products.
Assess and transform websites and electronic documents into Section 508 compliant products. Understand and implement website design, statistical, and publication standards
Required Skills and Qualifications:

Required Skills:
Web development: Experience building a clean, stateless, RESTful n-tier MVC application. Expertise in basic web technologies like HTTP, HTML, CSS, and JavaScript, ASP.NET MVC with the Razor view engine along with jQuery and its dependent libraries.
C#: More important than experience with any specific language is the ability to think in both imperative and declarative/functional terms.
Relational databases: Thorough knowledge of SQL, table design, stored procedures, etc.
ORM: Experience with object persistence is welcome.
Desired Skills:
Toolchain: We’re using Git as our SCM, TeamCity for our CI, and JIRA for issue-tracking.
Cloud: Experience with Amazon Web Services (S3, EC2 instances and Elastic Beanstalk)

Design, code, test and implement new Windows and web software applications
Enhance the performance of application and system
Oversee the maintenance of existing software systems by identifying and correcting software defects
Utilize established development tools, guidelines and conventions including but not limited to
Visual Studio, ASP.NET, SQL Server, HTML, CSS, JavaScript,and C#
Create and deliver data-driven reports; Develop project schedules and determine/acquire resources as needed
Create technical specifications and test plans
Create new and extend existing operational documentation
Recommend new processes software and/or systems to improve internal information systems efficiency
Serve as liaison between team members and department management
Job Requirements:
Must have Master’s degree or foreign equivalent in CS/IS/IT and 1 yr of experience in job
